This matter was dismissed by order of this court dated April 19, 2005. It now appears
that this case was not assigned to the undersigned judge, and therefore, the Order of Dismissal
was issued in error. It is therefore ORDERED that this matter is restored to the active docket,
and is returned to the docket of cases before Judge Ray Stevens of the South Carolina
Administrative Law Court.
