On June 9, 1997, an ORDER required all parties to file Prehearing Statements within fifteen (15) days of the date of that ORDER. The Petitioner failed to file. On July 2, 1997, a letter was mailed to Petitioner requiring him to file his Prehearing Statement by July 11, 1997.
