ORDERS:
SETTLEMENT ORDER
On February 26, 2003, Willie C. Johnson (Johnson) appeared for a hearing on the merits of a request for an
on-premises beer and wine permit. The Dorchester County Sheriff's Department's appeared seeking a denial
of the permit. By written motion, the South Carolina Department of Revenue (DOR) explained that it
would have granted the permit but for the protest.
At the hearing, Johnson and the protestant reached an agreement in which the protestant agreed to
withdraw its protest in return for Johnson agreeing to having his permit restricted as follows:
1. Johnson shall install outside lighting sufficient to illuminate all four sides of the building in which the
beer and wine permit will be utilized.
2. Johnson shall post in several conspicuous places (both inside and outside of the building utilizing the
permit) signs to be provided by the Dorchester County Sheriff's Department which signs shall convey the
message that the property is patrolled by the Dorchester County Sheriff's Department and that criminal
violations shall result in the violator's arrest and prosecution.
According, DOR shall continue to process Johnson's application and shall issue the requested permit with
the restrictions identified above.
