The above-captioned matter was filed with the Administrative Law Judge Division
(Division) on October 23, 2003. On February 26, 2004, this office received a letter from Jack M.
Scoville, Jr., the attorney for the Petitioners, in which he set forth that the Petitioners were
withdrawing their request for a contested case in this matter. Therefore,
IT IS HEREBY ORDERED that this matter is dismissed with prejudice.
