The above-captioned matter was filed with the Administrative Law Judge Division
(Division) on August 26, 2002. On May 14, 2003, John B. O’Neal, III, attorney for the
Petitioner, filed a letter with the Division in which he set forth that he was withdrawing this
contested case because the matter had been resolved. Therefore,
