H4421 signed by the Governor as law April 8, 2006 (see attached) creates both new facts and law in the above captioned matter and necessitates a remand of
this matter to the South Carolina Department of Revenue for further review and
determination. Therefore, all agree and it is hereby ordered that this matter
is remanded to the South Carolina Department of Revenue.
