14.

In accordance with South Carolina Regulation 61-62.5, Standard No. 7 (PSD), No. 2 NCG Incinerator (TV ID 17) shall not exhibit carbon monoxide (CO) emissions in excess of 5.14 lb/hr and 22.5 tons per year.

Compliance with this emission limit shall be demonstrated through source testing conducted no later than 180 days after the issue date of this construction permit. For periodic monitoring of CO emissions, source testing of the recovery furnace shall be as follows:

If source test emissions are less than 25% of the limit, then no further testing is required for the life of permit. If two consecutive annual test emissions are less than 75%, then no further testing is required for life of permit. Otherwise, source testing will be conducted on an annual basis.

Source tests shall be conducted and reported per additional condition number 24.

15.

In accordance with South Carolina Regulation 61-62.5, Standard No. 7 (PSD), No. 2 NCG Incinerator (TV ID 17) shall not exhibit sulfuric acid (H2SO4) emissions in excess of 0.132 lb/hr and 0.58 tons per year.

Compliance with this emission limit shall be demonstrated through source testing conducted no later than 180 days after the issue date of this construction permit. For periodic monitoring of H2SO4 emissions, source testing of the recovery furnace shall be as follows:

If source test emissions are less than 25%, then no further testing is required for the life of permit. If two consecutive annual test emissions are less than 75%, then no further testing is required for life of permit. Otherwise, source testing will be conducted on an annual basis.

Source tests shall be conducted and reported per additional condition number 24.

16.

In accordance with South Carolina Standard 61-62.5, Standard No. 7 (PSD), volatile organic compounds (VOC) emissions from the No. 2 NCG Incinerator shall not exceed 6.1 lb/hr and 26.7 tons per year.

Compliance with this emission limit shall be demonstrated through source testing conducted no later than 180 days after the issue date of this construction permit.

In accordance with SC R.61-62.5, Standard 5.1, stack tests shall be conducted every four years (four year schedule beginning with initial compliance source test). Stack tests shall be conducted and reported in accordance with additional condition number 24.

Amend PART 6.0 MONITORING AND REPORTING REQUIREMENTS B. Condition 8.05 as follows:
