ORDERS:
ORDER
This appeal is before the Administrative Law Court (Court or ALC) pursuant to the Notice of Appeal filed by Johnny Booker (“Appellant”) on July 5, 2007. On July 13, 2007, the Court issued an Order Governing Procedure, setting forth the dates and procedures to follow in presenting this matter. By letter dated July 17, 2007, Appellant notified the Court that no hearing occurred below and therefore no transcript could be ordered. Furthermore, in its Notice of Appeal, Appellant raised questions as to the Court’s jurisdiction to hear this matter. Accordingly,
IT IS HEREBY ORDERED that Appellant file a brief with the Court within thirty (30) days of the date of this Order setting forth the jurisdiction of this Court to hear this matter. Respondent may file a reply brief within ten (10) days thereafter; and
IT IS FURTHER ORDERED that the Order Governing Procedure is held in abeyance pending a determination by this Court regarding its jurisdiction to hear this matter.
